They are intended to provide overview information and references for further information rather than in depth how-to’s. This is mainly because there are many ways to do most things, and not only does each service or application have its own instructions, they can change quite frequently as modifications, upgrades, and functions are added.

Before you jump on the “Let’s have a WebSite!” bandwagon, you should know who your Target Audience is, and your Web Management Team’s capabilities.

This is the group of people that you want to visit your website. You may be mainly interested in providing information to the members of your group, or you may want to use your site as an outreach and recruitment tool. It is possible to do both with one site, but you have to be careful to balance advertising with informing and providing services.
A site geared mainly to providing information and services to your members is more likely to have week-to-week information about meetings, promotions, duty positions, and provide services that the unit’s members can use.
A site primarily used to encourage the general public to visit your organization and hopefully join will need to have more general information on the home page, as well as easy to find information on visiting your organization.
It is possible to do both. You can have a strong recruiting home page that also contains some of the most important week-to-week information. The page would need a well organized, easy to use, system of links and sub-pages for visitors to navigate for more specific information they might seek.

Basic website design is broken down into two interconnected elements, content and layout. Content is what your website has to say to visitors, and layout is how your message is presented. This is true for all websites, no matter how basic or complex.
Content
The first thing to consider in developing your content is the requirements of your organization. If you are part of a larger organization, you may be required to include some items, and to exclude others. For instance, one organization requires its member units to include the main organization’s name near the top of the website and a disclaimer regarding links. This same organization prohibits units from providing member contact information without written consent from that member.
Next you must consider your target audience. An adults only site can contain pretty much anything that the parent organization permits, but a website that expects children to visit must consider restrictions regarding offensive, inappropriate and even questionable material. Of course, your website should not contain anything that violates the law. This includes copyrighted information that you have not received permission to include.
Your target audience will dictate the writing style for your content. If your website provides information to experts in a particular field, you can use words and phrases associated with that specialty. If you plan to cater to young children, you must keep your vocabulary more basic. For general audiences, keep most of your content at about the reading level of a 10- to 12-year old. News services have determined that this is the level at which most readers feel comfortable.
And finally, think about what services you want to offer through your site. If you simply want to post information, your site design can be quite simple. However a website containing interactive elements may need a more complex layout.
Here are some elements you can consider:

Blog – The word “blog” is a shortened form of the term “web log.” It is basically an on-line diary. Blogs are a good way to publish information about activities and events where your organization is involved.

Copyright Infringement – Publication or distribution of any information that violates any copyright, trade name, or trademark.
Personal Information – Information that could compromise member safety. This includes telephone numbers, addresses, and even e-mail addresses. It’s fine to publish advertised information, such as the organization’s contact information, and you can also include member contact information when you have permission. However, keep in mind that there are programs that search the Internet for unprotected e-mail addresses and then provide them to marketing agencies.
Things You Don't Know How To Maintain – Before adding a service to your website, make sure someone on your Web Management Team is able and willing to adequately maintain and monitor it.
Stuff Available Elsewhere – Along the lines of not reinventing the wheel, if an adequate service or an article that you would like to include on your website is available elsewhere, link to it rather than duplicating the information.

Layout is where you want the parts of your website to be. In some cases you will be restricted to specific formats, templates, or designs. In others you will literally be able to put anything wherever you want it. Both methods have advantages and disadvantages.
We’ve all seen both well designed and poorly designed websites. While part of that has to do with the content, the layout is what will make or break your site. No matter how wonderful and important your message is, a poor layout can drive your visitors away well before your content can interest them.
As with any publication, the K.I.S.S. rule is your best first guideline. For any that may not have heard of this before, K.I.S.S. stands for, “Keep It Short and Simple.” For websites, this means you should avoid using elements just because you can. There’s nothing wrong with using tabs across the top and menus on both sides of your web pages, but if all they do is repeat each other, select one and leave the others out.
Flash and audio/video content can be placed in any layout element, and discrete use of these effects can be a wonderful way to catch your visitors’ attention. However, these elements often take a long time to download, and they can become distracting enough to discourage visitors from returning to your site.

Also keep in mind that many ad-supported web hosts reserve the right side of every web page for advertisers.
Body – This is where the main information on your website is displayed. You don't have to include everything on one page, in fact it's generally better to limit the information, especially on the main page, to just the essential message. You can use links either in one of the menus or within the body information to direct your visitors to sections they are specifically interested in. For an interactive web page, much of the actual content will depend on what your visitors submit, but the way it is presented is up to you.
Sidebar – This is a small section, usually along the right side of the page that contains supplemental information for the website. It can be very useful for emphasizing the main point of the article or to provide additional information to your viewers. Be aware that many ad-supported web hosts put advertising along the right side of all web pages they host.

After you have owned your domain name for several months, you can transfer to a registrar that offers more services, but you’ll then have to pay your domain renewal at their higher prices.
Many domain registrars try to get you to host your website on their server, either for a fee or as an ad-supported free-host, but any top level domain name can be redirected to another host, and most services allow you to mask your URL so that your domain name shows in the web browser.
If you want an easy to remember website name, but don’t want to pay for it, you can sign up for a sub-domain name. Most companies that offer free sub-domains also require you to host at least your index or home page with them. You can host your other pages elsewhere and link to them from your home page, but the home page itself will be on their ad-supported server. This means your site will show whatever advertisements the free-hosting company wants to insert. If you decide to use a sub-domain, or any ad supported services, make sure the free-host conforms to your parent organization’s content rules. For instance, if you expect teens to frequent your site, make sure your website host conforms to the “PG-13” or “G” protocols. Otherwise your visitors might see questionable or objectionable ads on your site.

To make your website available for people to visit, a copy of it must be on an internet host server. You could set up a server and host your own website, but this requires equipment and services that can be expensive to purchase and maintain. At the very least you will need a computer specifically dedicated to the website. You shouldn’t use the same one you use for your day-to-day computer activities. This computer will need to be on at all times, so it will need a very stable operating system. You will also need to arrange for a static Internet Protocol (IP) address. Internet Service Providers usually charge extra for this type connection.
Fortunately there are many much easier options. Most authorized domain registrars also offer hosting services. Prices and available services vary a great deal. In general, price varies based on the available services. Less expensive hosts may limit the amount of space available or some services. Free hosts will almost always require you to allow advertizing on any web pages on their server.
Additionally, some internet service providers (ISP) offer hosting to their clients. The amount of services available to individuals through an ISP are usually very limited. Hosting your organization’s site on a member’s personal ISP can be a good way to start, but be sure that member will remain with that ISP until you are ready to move to a paid host.

Once you’ve decided how much you are willing to pay, make a list of the services you want to use. Then check various hosting service companies to find one that best fits your needs.
You probably won’t find one that offers all of the services that you want, but there are many companies that offer services that you can link to. For instance, few companies offer calendars that can be updated by authorized users, but Google has an excellent calendar service. Not only can your calendar be edited by any user you authorize, you can also link other calendars to yours and embed them in your website. The same is true of chat servers, blogs, forums, and many other services.

As webmaster one of your most important tasks will be to manage the website files. Some websites have many files. One of the worst habits a webmaster can develop is keeping all files in the same directory. This may seem very convenient at first, but it makes pruning the site much more difficult. No matter how well written your website is, you will eventually want to delete some web pages. This is especially important if you have a limited host space. It doesn’t do you any good to delete a webpage file but leave the images and other support files associated with it. The webpage file is very small compared to image and sound files.
Filenames
Each file must have a unique filename. This name can be descriptive or simply functional. Functional filenames like, “Page01.html” or “Image-2498.jpg” are perfectly adequate, but may need to be opened in order to find out what they are. Descriptive names allow the people editing the files to have at least some idea what they might contain. A filename like, “State_Convention_Aug07.html” or “ContactUs.html” describes its content.
One thing about webpage filenames, Internet servers do NOT like spaces, so don't use any in your directory names or filenames. Instead use dashes, underlines, or CamelCase to make filenames easier to read. For example, MuseumTrip, Museum-Trip, or even museum_trip are much easier to read than museumtrip.
Each filename will have a suffix. This suffix tells the computer which application to use in order to open and use the file. Most web pages will have the .htm or .html suffix. Images could have .jpg, .gif, .bmp, or several other types of suffixes. Files with the .pdf suffix can be used to display self contained files with both text and images, but require Adobe Reader to view.

Unless you have a very basic, simple website you will probably end up with many, many files. If you are using an online web editor / manager, it will create your directory structure for you, but if you are writing your web pages on your computer then uploading them, you will want to create subdirectories even before you begin writing your first page. Create one main directory to hold your index and other simple web pages. This can be called Website or Our Club Site or any other name you want to use. This directory name is the only one that can contain spaces since you will upload its content, but not the entire directory. You will also need at least an Images subdirectory to store photographs and image files. If you have sound files, you will want a Sounds subdirectory for them.
Depending on the other features you want on your website, you may need subdirectories for Scrapbook, Newsletter, and/or any other feature you want to have. These subdirectories may also need subdirectories within them. For instance, the Newsletter subdirectory might contain a subdirectory for each year and each year's subdirectory might contain its own Images subdirectory.
Creating these directories and subdirectories might be a lot of work, but will make managing the website itself much easier.

Editing Your Website

Rather than go into specific commands for creating a website, this article will give a brief overview of a three of the web editing applications available. There are other, both online and computer based, website editors. Each has its advantages and disadvantages.
A basic website can be written using any text editing application if you have a good knowledge of HTML code. Fortunately for the rest of us there are many ways of creating websites without having to learn all the command structures and codes that the Internet needs to be able to recognize and handle your website.
Most word processors give you the option of saving documents as web pages. Simply select HTML Document as the File Type. The minimal code needed to display your site will be generated and added to your file. This will permit anyone who knows how to use a word processor to create a basic website.
If you want something more advanced or involved, you'll need to move to a website editing application, commonly referred to as a web editor or html editor. You can go online to create, edit and publish your website or you can install a web editor on your computer.
Web Editors
DreamWeaver is considered by most people to be the best web editor available. It is also a very expensive application. I have not had the opportunity to use it, but there is a freeware application that is very similar.
NVU and KompoZer can be downloaded from http://www.nvu.com/ and provide many of the same features and functions that DreamWeaver offers. Both are easy to learn and, because they are popular, there are several places where webmasters can get help on issues that they face. NVU is no longer being updated. KompoZer is based on the NVU application, but has additional functions and several bug fixes.
FrontPage is a Microsoft webeditor. Older versions added Microsoft specific code elements that were, at best unusable and at worst interfering, with non-Microsoft web browsers. Most serious webmasters have moved away from FrontPage to either DreamWeaver, Nvu, or another webeditor. Microsoft is in the process of redeveloping the FrontPage application, but I have not investigated it to see if it will now “play well” with non-Microsoft web browsers.
Adding Elements
As previously discussed, there are many elements in a webpage. Each element requires specific programming code to properly include it in the webpage. These codes tell the receiving browser how to display the element. For instance, if you want to add an image, you would need to tell the browser the image filename, where you want it on your webpage, and how large it should be.
Luckily most webeditors do this for us. All we need to do is choose “Insert Image” from the menu or toolbar, then move it around until we are satisfied. Some webeditors will want to know where you want it before inserting it, but the end result is the same.
Inserting tables is quite similar, but there are a few other considerations. For instance, we must decide how many rows and columns the table is to have and the width for each column. This width can be entered as actual (pixel) size or percent of total width.
Animation and music are similar to images in that they must be in a specific file, and the code must refer to this file in order to add the element to the website. Most webeditors have “Insert Animation” and “Insert Sound” commands.
Inserting services may be slightly different, but not particularly difficult. Services that you purchase or contract with from other companies will provide html code to be inserted in your webpage. In most cases, you simply find the location you want to place the link to the service, and use the “Insert html” command. This may differ slightly depending on the webeditor you use.
You can also build services yourself if you have an understanding of one or more of the programming languages used to write them. There are several places to find tutorials for these, but remember that whatever you add to your website must be maintained. Don’t exceed your web management team’s capabilities.
Getting Help
The best applications have good help files, but navigating through them can sometimes be tricky. Most depend on keywords to help find the relevant passages. For instance, searching on the word “Add” might bring up information on inserting elements, but could be more likely to suggest topics on mathematical functions. If your search doesn’t turn up the information you are looking for, try a similar word. Instead of “Add” try “Insert” to learn how to add elements to your webpage. There are also several online forums, like this one, http://www.tnthelpforum.com, that can help you if you really get stuck. Many are free, but rely on member contributions rather than advertisements. If you find such a site helpful, please donate to help the site remain available.

You may want to provide some online services for your visitors. Perhaps you want to have an online calendar, or a chat room for planning meetings. Some people like to have their own forums to maintain ongoing discussions about issues important to them. Others use blogs to report on events and/or meeting activities.
There are two ways to add these services. You can get software that you upload to your web service and manage all aspects of your service yourself, or you can sign up for free or fee based services. With either option, the unit webmaster is responsible to see that inappropriate materials are removed promptly and offenders are banned from posting. This task can be delegated to assistants, called monitors but, as with the chain of command, the ultimate responsibility rests with the person in charge of the project.
Services to Consider
Calendar
A calendar can be made by inserting a table in a webpage and entering the date and event(s) for each day in the appropriate cell, but this is rather time consuming. For one thing, you will have to either edit links, or filenames each time you upload a new calendar. On top of that is the time needed to create each calendar.
Fortunately, there are other options. Several calendar applications are available. While some will permit authorized members to edit events online, most must be managed by only one person. There are also online services, like yahoo and Google that have calendars available. Some of these can be set to permit others to edit events, and a few allow you to overlap other calenders with yours.
FAQ
Anyone can make a simple Frequently Asked Questions (FAQ) page. All you need to do is list the questions at the top of the page, then list each question with its answer below. Once the question/answer pair is done, the questions can be linked so that clicking on the question scrolls to the answer. This is fine if your list of questions is short. If you have a long list of questions, or questions with involved answers, you could set up several interlinked pages, but this can become cumbersome if you have a really complex FAQ.
For large or complex FAQ’s, consider using a searchable database application or service. This method does require an online database and a search-enabled FAQ webpage, but it can be much easier for your viewers to navigate.
Scrap Books
A group of pictures, with or without captions, is called a scrapbook. You can create your own or sign up for one of the many image serving online services. If you make your own, please remember that large images take longer to load. If you have a wonderful, but huge picture, consider resizing it to something the still shows well at the size you want it viewed. Also remember that the more pictures you have on your webpage, the longer it will take to load that page. If you have many pictures, create multiple websites and link them through the main scrapbook site and each other.
Also keep in mind that pictures without captions aren't usually much use to people that weren't involved with the activity.
Newsletters / Agendas
Many groups already have newsletters that they print out and give (or mail) to their members and other interested people. Adding your newsletter to your website can be quite easy. First of all, if you don’t already have a pdf writer, download one of the free ones. Once installed, your computer will think it’s a printer. Then all you have to do is pull up the newsletter file and print it using the pdf writer rather than the printer. Call it “newsletter.pdf” and save it to your newsletter file in the website directory. You can then upload it to your web server.
If you want to keep old newsletters available, simply change the previous “newsletter.pdf” filename to the issue date, and move it to the appropriate subdirectory. You also need a NewsletterArchive page with links to the old newsletters.
Guest Books
This is where your viewers can enter comments. Be very careful if you consider adding this service. It must be monitored closely and inappropriate entries must be deleted promptly.
Forums
Forums, like Guest Books, give your viewers a place where they can enter comments. Unlike Guest Books, Forums can be restricted to registered members only. Forums can also provide a place for your members to discuss issues, activities and projects.
Discussions on a forum take place in a “Thread” or series of comments related to the topic. These discussions can be active for weeks, months, or even years. Forums take up a lot of server space, so the webmaster and/or forum moderators must be ready to archive and delete old, inactive threads. They must also be closely monitored for inappropriate language and/or content.
Because of the size and complexity of a forum, this is another service that is difficult to manage on your own. Like the Guest Book, consider very carefully whether your unit actually needs a forum. There are already several very good forums already available and your group may be better served by recommending your members participate in an established forum.
If you still feel your unit needs a forum of its own, Check out those managed by online service providers. It will keep your forum off your server (giving you space for more pictures) and be much easier to manage (the service provider takes care of all updates and bug fixes).
Blog
A Blog (contraction of Web Log) can be used for many things. Some are restricted to only one user and others allow their manager to register several contributors. Blogs are especially good for entering progress report type items
Chat
If all of your members have access to the same chat service (Skype, Yahoo, AIM, MSN, etc) then you won’t need to install a chat service. However, there are always a few that don’t have whichever service you want to use, and don’t really want to sign up for it. If this is the case, AND your group needs realtime conferencing between meetings, go ahead and sign up for a chat service. Having your own private unit chat room can give your staff a chance to plan upcoming activities without having to travel all the way to a chosen location for face to face meetings.

A Blog (contraction of Web Log) can be used for many things. Some are restricted to only one user and others allow their manager to register several contributors. Blogs are especially good for entering progress report type items
Chat
If all of your members have access to the same chat service (Skype, Yahoo, AIM, MSN, etc) then you won’t need to install a chat service. However, there are always a few that don’t have whichever service you want to use, and don’t really want to sign up for it. If this is the case, AND your group needs realtime conferencing between meetings, go ahead and sign up for a chat service. Having your own private unit chat room can give your staff a chance to plan upcoming activities without having to travel all the way to a chosen location for face to face meetings.

Managing Images

Almost every website will use images. These can range from simple graphics and logos to full scrapbooks or slide shows of your unit's activities. Adding images can turn a dull site into something eye-catching and interesting.
There are three basic ways to obtain images.
There are several applications available to handle these tasks. Most are rather expensive, and many of the free ones only handle one or two tasks. Fortunately there are a few free applications that will do most of the basic photo editing tasks. One of these, IrfanView, allows easy cropping with adjustable guides, as well as many effects tools. These effects tools can be applied to the entire image, or to a selected section. This means that, if you have someone’s face that you don’t want recognized, you can create a selection window and blur it without changing any other part of the picture.
IrfanView also allows resizing both larger and smaller, with some fairly sophisticated refining options. These are not particularly important when an image is reduced, but are essential to enlarging images. Straight enlarging simply increases the number of pixels containing the color at a particular point, which can make the image look blocky. Refining algorithms recalculate pixel colors based on the colors surrounding each new pixel to create a more blended look.
The only thing IrfanView doesn’t do that a webmaster might wish, is pixel-by-pixel editing. Fortunately, MS-Paint is an excellent, easy to use image editor for this activity.
Image File Formats
There are many image file formats. The most common formats used on basic websites are gif, jpg, tiff, and bmp. Tiff and bmp require large file sizes to store images, but offer a lot of flexibility and image stability. Gif and jpg can handle the same images in much smaller files. Jpg is usually used for photos and photo-like images, while gif is more often used for clip art and animation.
Clip Art vs Pictures
Clip Art is usually small files, often sketched or made using an image editor, like MS Paint. They are wonderful for logos and emphasizing points. Pictures are either photographs or drawings and are usually larger and more intricate than clip art. In most cases, clip art and pictures are handled the same way.

- 1. You can download some from websites that permit downloading. Remember to ask permission form the site’s webmaster unless the site specifically says the images are free to use.
2. You can scan images from prints. In this case, use the largest copy of the image and/or the highest pixel per inch setting to create the highest quality scan.

Publishing Your Website

If you have been using an online web development tool, publishing is as easy as clicking the “Publish” or “Save” button. However, don’t skip this section. You may, in fact you probably will, eventually need to upload something not handled by your online editor.
Many webeditors offer uploading directly from their main window, or from a menu command. For others you will need to use an ftp client application. Ftp stands for File Transfer Protocol, and most look very much like a directory window, like Windows Explorer.
There are several free and low cost ftp applications. One of the most recommended is CoreFtp.
When you open the ftp client, it will request the information for logging on to your website host server. You will need to enter your server address, account name, usually your full e-mail address, and your password. Ask your webhost for the server address.
Once you have logged on to your web server, you can copy, delete, and even rename files.
Uploading Your Website
Once you have logged on, you can copy your entire website directory, including subdirectories to the web server. This will make your website available for others to view. Make sure you have a file called “index.html” or “index.htm” in your main directory. This is the file browsers will look for when they are directed to your site.
If you are using an online editor, you can use this method to upload files that your editor doesn’t handle. These could include pdf’s and specially designed html files.
Offline Copy
If you are using an online editor, you should consider regularly backing up your files to a computer or CD. This is done by selecting all files and copying them to your computer. Having a recent back-up will allow you to rapidly restore your website to “last good configuration” if the site damaged. A site can be damaged accidentally by adding, editing, or deleting elements required by other items, or by being hacked.
Hacking is the term for maliciously editing a site that does not belong to you. If your site is hacked, immediately change the password (be sure to record the new password as you did your first password). Changing the password will prevent the hacker from re-accessing your site immediately. Nothing can completely prevent hacking, but having a secure password and changing it regularly can reduce the chance of being hacked.
